Since January of 2010, I have posted that Saudi Arabia expressed interest in getting nuclear weapons (see Pakistan’s Nuclear Weapons, Saudi Arabia, and the King of the South). Plus did so last year (see Saudi Arabia and Pakistan conclude a military deal that looks to encompass nuclear weapons).
Now the Kingdom of Saudi Arabia has made what is called a civilian nuclear deal with the USA, though it looks like Donald Trump may have changed it already:

President Donald Trump has placed a new condition on a nuclear agreement with Saudi Arabia a day after formally approving it, saying the country now must join the Abraham Accords.
Trump wrote in a post on social media Thursday that the deal, which has already been signed, “will be approved,” but added, that it “is totally subject to Saudi Arabia joining the very respected and successful Abraham Accords.”
The president also emphasized in the post that there would be “no enrichment” even though the agreement could lead to the country enriching its own fuel for civilian reactors.
On Wednesday, Energy Secretary Chris Wright and his Saudi counterpart signed the agreement, which provides Saudi Arabia with a civilian nuclear program.
The deal has already sparked criticism from Israeli officials and is expected to draw scrutiny on Capitol Hill. …
The kingdom is notably not required to sign a standard agreement called the Additional Protocol with the International Atomic Energy Agency, like the United Arab Emirates did in 2009 when it signed a “gold standard” nuclear cooperation deal with the US, an official said.
Saudi Arabia has previously been resistant to efforts to join the Abraham Accords, an effort started during Trump’s first term and expanded during his second to establish diplomatic ties between Israel and its neighbors in the Middle East. https://www.cnn.com/2026/07/23/politics/saudi-arabia-nuclear-deal-trump
We will see if this latest matter is acceptable to Saudi Arabia. It would seem that it will require some concession from Israel before accepting what is known as the Abraham Accords.
That said, back in 2018, the Crown Prince of Saudi Arabia said his nation may have to get a nuclear bomb:

In his first interview with US television, Saudi Crown Prince Mohammed bin Salman says his country will develop a nuclear bomb if Iran does so. …
In a preview of the interview, released on Thursday, the crown prince is asked why he compares Iran’s Ayatollah Ali Khamenei to Adolf Hitler.
“Because he wants to expand. He wants to create his own project in the Middle East very much like Hitler who wanted to expand at the time,” he says.
“Many countries around the world and in Europe did not realise how dangerous Hitler was until what happened, happened. I don’t want to see the same events happening in the Middle East.”
The 32-year-old crown prince, who is overseeing a raft of “modernising” reforms in the kingdom, originally compared Iran’s supreme leader to the Nazi leader in an interview with the New York Times in November.
“We learned from Europe that appeasement doesn’t work. The US war with Iran has likely motivated the Saudis to get more serious about nuclear weapons.
And, irrespective of the US and the Abraham Accords, there still is Pakistan to assist the Saudis.

PARIS/BERLIN (our own report) – Germany and France have conducted their first concrete exercises to trial cooperation on potential French nuclear weapons deployments. On Friday the Franco-German Defence and Security Council held a meeting at Nörvenich Air Base, south-west of Cologne. The occasion was used for joint exercises in which two Mirage fighter jets from France’s nuclear forces and two German Eurofighters performed coordinated flight operations, including aerial refuelling. The deployment of German military personnel as observers on a French nuclear manoeuvre is planned for this autumn. The underlying military doctrine, called by the French ‘forward deterrence’ (‘dissuasion avancée’), was introduced by President Emmanuel Macron and publicly unveiled on 2 March. It provides for the sharing of procedures and practices with other European states, including Germany. …
There are various European components to this new nuclear strategy. Firstly, nuclear-capable Rafale fighter jets from the airborne half of French nuclear forces are to be deployed to bases in other European countries – albeit only temporarily or rotationally, not as a permanent arrangement like Europe’s ‘nuclear sharing’ of American warheads. This temporary redeployment is supposed to “complicate our adversaries’ calculations”, explains Macron.[3] What’s more, plans are afoot to involve the nuclear cooperation partners in joint strategic discussions. This involvement does not, however, extend to partner states being granted a say in the use of nuclear weapons or in the planning of their use. And France will continue to have exclusive powers when it comes to defining the “vital interests” for the protection of which the nuclear forces are supposedly needed. This means, in terms of protection for the European partners, there would be no nuclear “guarantee in the strict sense”. On the other hand, an attack on them would automatically affect France’s vital interests simply by virtue of the close interdependence of European countries. So the French argue that their vital interests, and thus their “red lines”, are structurally bound up closely to those of the other European states. …
Nuclear Steering Group
French President Macron and German Chancellor Friedrich Merz signed a memorandum of understanding on 2 March, announcing the establishment of a Franco-German nuclear steering group. The MoU was said to provide a “framework for defence policy dialogue and the coordination of strategic measures.” More specifically, the aim was defined as identifying the “right mix of conventional capabilities, missile defence and French nuclear capabilities” for “nuclear deterrence”.[7] That was when there was some initial talk of “conventional German participation in French nuclear exercises” to take place before the end of this year. The two sides also planned “joint visits to strategic facilities”.

The German bomb
France has previously offered Germany integration into its ‘nuclear deterrence’ on several occasions. Macron voiced this prospect most recently in 2020.[10] Until now, Berlin had consistently rejected the offer, because Paris reserves the right to decide alone on the actual use of nuclear weapons. On Friday, Macron placed considerable emphasis on the fact that France continues to finance its expensive nuclear forces entirely on its own. The significance of this point is that a move to co-financing could justify a German demand to have a say in nuclear decision-making – something Paris categorically rejects. As for Berlin, there has been an ongoing debate for some time over the possibility of Germany acquiring its own nuclear weapons. A discussion is scheduled, for example, on 24 June on this topic at the CDU-aligned Konrad Adenauer Foundation. With the US relationship with Europe increasingly frayed, and a major nuclear arms treaty set to expire this week, longtime pacifist Germany is starting to think differently about its nuclear posture.
German Chancellor Frederich Merz recently revealed that Germany is in discussions with other European powers about establishing Europe-wide nuclear deterrence. And while it’s highly unlikely that Berlin would acquire its own nuclear weapons, European countries such as Germany are beginning to look beyond the US for protection.
Germany hopes that the French will allow discussions about their nuclear strategy on a European level, Emil Archambault, a defence expert at the German Council on Foreign Relations, told Euractiv.
For decades, Europe’s protection has largely depended on Washington’s readiness to step in during a potential conflict. The American nuclear arsenal plays an outsized role in establishing this deterrence. However, US President Donald Trump’s reelection — and the US president’s disparaging remarks about the NATO alliance and threats to annex Greenland – has cast doubt on the continued viability of that dynamic.
The US currently has nuclear weapons stationed in Germany as part of NATO’s nuclear sharing arrangements. Germany considering obtaining its own nuclear weapons

Germany is actively considering steps that could lead it to becoming equipped with nuclear bombs. Last week, German Chancellor Friedrich Merz confirmed his government was in talks with the UK and France on the topic. “These talks are taking place,” he told the parliament in Berlin. … Germany already has the backing of the US nuclear arsenal under the NATO alliance. But the discussions offer some indication that European powers are viewing Donald Trump as unreliable, Monash University Senior Lecturer Ben Zala told 9News. “Trump has been very clear about his concerns over, if not outright disdain for NATO,” Zala said. “With all the discussion about wanting to acquire Greenland, which is the territory of a NATO member, NATO members themselves are starting to think through what a Plan B might look like.” https://www.9news.com.au/world/germany-nuclear-weapons-france-uk-us-news-world-news/ad38aa1b-e766-4406-ba5a-f72075a5e5a8
Despite some legal limitations, Germany wants nuclear weapons. Having nukes from other nations could be a way to have them without claiming to have them. Germany also has some USA nukes at its disposal now, so the prospect of it attaining European ones is consistent with that, irrespective of what is stated in Germany’s constitution. Plus, Germany can amend its constitution to develop its own weapons.

European Union wants military independence from the USA
