EU Seeks Centralized Chip Buying to Reduce Dependence on US and Asia

The European Commission wants to strengthen its control over the EU semiconductor supply chain and gain the power to force chipmakers to terminate existing contracts, the Financial Times newspaper reported, citing a draft law.
The Commission will have the authority to “force semiconductor manufacturers to prioritise orders for crisis-critical products, overriding existing contracts,” the draft read.
The draft is expected to be published next week, the report said on Thursday, adding that Brussels will be able to impose fines of up to 300,000 euros ($349,500) on semiconductor manufacturers that fail to provide information about their production capacity upon request.
Brussels will also be able to introduce joint procurement to “strengthen negotiating power and prevent competition between EU countries for limited supplies,” the report noted.
According to the newspaper, in such a scenario, the European Commission would act as a central buyer, uniting several EU countries, as it did with the procurement of vaccines during the COVID-19 pandemic. Brussels is preparing a major shift in its industrial policy on semiconductors through a revised Chips Act, due to be published on 3 June.
“While the initial Chips Act has been predominantly supply-driven, the Chips Act 2.0 places greater emphasis on demand-side measures. The two dimensions are mutually reinforcing: cultivating robust local demand supports the strengthening of local semiconductor supply,” an early draft of the proposal reads.
Tech sovereignty package
A separate strategy document accompanying the initiative highlights the need to expand Europe’s industrial capacity, diversify supply chains and strengthen control over critical infrastructure.
“As geopolitical fragmentation deepens and supply chains are increasingly weaponised, technological dependencies are becoming strategic liabilities,” the document, seen by Euronews, states.
The paper argues that technological sovereignty should be based on fair competition rather than isolationism or protectionism. The approach echoes comments made by EU digital chief Henna Virkkunen in a recent interview with Euronews.
The annex to the document lists the EU’s current dependencies on foreign providers across the technology supply chain, listing semiconductors, cloud technologies and consumer applications as critical.

The EU – which is badly lagging the rest of the world when it comes to AI development – is preparing sweeping emergency powers to intervene in Europe’s semiconductor supply chains during shortages, including by forcing chipmakers to override existing contracts, the FT reported. The draft law, which is still subject to change ahead of its expected publication next week, would allow the European Commission far-reaching powers in the event of semiconductor shortages that threaten supplies of weapons, medical devices, digital infrastructure and other key categories of goods. In such a crisis, the Commission could impose fines of up to €300,000 on companies that fail to provide requested information on their supply-chain capacity. It could also “force semiconductor manufacturers to prioritize orders for crisis-critical products, overriding existing contracts”, the draft reads.

American firms are already scrambling to adapt by creating “European sovereign cloud” structures physically and legally separated from U.S. operations. Putin announces international AI alliance

Russian President Vladimir Putin has announced plans to deepen international cooperation on artificial intelligence, unveiling a new global initiative aimed at developing AI systems and shared computing infrastructure.
Speaking on Thursday at the Eurasian Economic Forum in Astana, Kazakhstan, Putin said Russia has helped establish an AI alliance bringing together scientific, academic and business communities from multiple countries. He also proposed holding a high-level international meeting on artificial intelligence in Russia next year.
According to Putin, the gathering will focus on cooperation in developing sovereign AI models, creating interconnected computing and energy infrastructure, and adapting AI technologies to local needs.
AI has emerged as a crucial factor in “ensuring global competitiveness, economic growth, progress,” and countries and transnational corporations are already competing for primacy in the field, he said.
Putin argued that Russia possessed several advantages in the field, including scientific expertise, a strong education system, and abundant energy resources needed to support large-scale computing systems and data centers.
“The development of artificial intelligence requires enormous energy consumption,” Putin said, pointing to Russia’s nuclear generation capabilities, hydroelectric power and traditional energy sources.
He also stressed the importance of maintaining sovereign technological platforms, saying Russia was among the few countries capable of independently developing its own AI systems and financing large-scale projects in the sector.

Russia and the EU want to be leaders in information technologies–and do not want to be dependent on the USA.
As far as the Europe goes, the Europe-based World Economic Forum has hosted conferences on it and is pushing it (e.g. WEF schedules Quantum Technology conference as Europe moves more into quantum-666?)
The Bible shows that a European power will arise whose leader will “understand hidden things”:

While the above is not limited to the use of chips, AI, other software and data centers, understanding what is happening with those look to be a factor in the fulfillment of that prophecy.
From a military perspective, I expect that the Europeans will guard/hide aspects of their technology (the CERN Large Hadron Collider and other projects come to mind), which will also assist it to fulfill militaristic prophecies such as in Revelation 13:3-4 and Daniel 11:39. I also am of the view, that despite current issues, Russia will assist the Europeans to help fulfill prophesies such as Daniel 11:39 and Habakkuk 2:6-8.
