The Bible points to Europe having the lead in a few years.
Let me add that the European-based World Economic Forum (WEF) had a virtual quantum financial services conference last November, specifically including “fraud detection, and transaction security.”
Why mention that?
Well, because that is consistent with what is prophesied to occur under the coming European ‘666’ Beast of Revelation 13:16-18.
Europe is moving forward in the area of quantum technology. It had a conference on it last November, and also sees quantum technology as “a significant pillar of … Europe’s – security and independence”:

The aim is to consolidate national efforts in the quantum field and position Europe as a global leader in quantum by 2030.
The upcoming milestones are ambitious and include:
– expanding EuroHPC-based quantum systems across more than ten EU countries by 2026, where EuroHPC stands for the European High-Performance Computing Joint Undertaking – a major EU initiative that develops and operates Europe’s supercomputing infrastructure;
– deploying an EU-interconnected secure quantum communication network by 2030;

In July 2025, the European Commission published its Quantum Strategy (“Strategy”), which aims to support the development of quantum computing-enabled products and services in the EU, and thereby improve the EU’s competitiveness in the quantum computing and technology markets. European nations are getting more involved with quantum tech and the WEF is another way that is being worked on and promoted.
The Bible shows that a European power will arise that will control buying and selling:
16 He causes all, both small and great, rich and poor, free and slave, to receive a mark on their right hand or on their foreheads, 17 and that no one may buy or sell except one who has the mark or the name of the beast, or the number of his name. Here is wisdom. Let him who has understanding calculate the number of the beast, for it is the number of a man: His number is 666. (Revelation 13:16-17)
When the Apostle John penned the above, such control of buying and selling was not possible.
However, with supercomputers, AI, financial surveillance plans, and digital payments, it is now.
A while back, the European Union announced it was launching surveillance software (see ‘The EU is allowing the linking of face recognition databases to create a mega surveillance system’ 666 infrastructure being put into place).
And, now, it looks to be closer to having the supercomputer quantum hardware, along with access to AI software, to make it more of a reality.
There is also an office in the EU to enforce its financial rules.

EU Setting Up 666 Enforcer?
The European Union is in the process of establishing the European Public Prosecutor’s Office. This is a major, first-of-its-kind move, with the EU setting up a European-wide prosecutor’s office that will have power to investigate and charge people for financial crimes committed against the EU. It looks like this type of office may end up persecuting those that do not have the mark of the Beast when they “buy or sell” as that will later be considered a financial crime in Europe. What does 666 mean? How has that name be calculated? How can we be certain that this is a prophecy for Europe and not Islam? Is the appointment of this new office of significant prophetic importance? The European Public Prosecutor’s Office officially started operations on 1 June 2021 (https://www.eppo.europa.eu/en/background).
So, yes, there is an enforcer.
Now there is hardware, more surveillance software, and massively faster computation ability.
Let me add that earlier this month it was proposed that the EU would have its own version of the USA’s Federal Bureau of Investigation (FBI) (see Europol expansion, censorship, and the European Public Prosecutor’s Office).
So, there is more policing being proposed to be put in place in Europe.
Persecution will come.
Jesus warned Christians to flee persecution:
23 When they persecute you in this city, flee to another. For assuredly, I say to you, you will not have gone through the cities of Israel before the Son of Man comes (Matthew 10:23).
Surveillance software on supercomputers may well be a factor in fleeing from multiple cities.
Europe in particular is moving more and more towards becoming an Orwellian totalitarian state (watch also Is Germany Becoming Orwell’s 1984?).
When will this fully be in place?
After the Gospel of the Kingdom of God has sufficiently reached the world the end comes and the Beast will rise up (Matthew 24:14-22, Revelation 13, 17:12-13).
We are getting closer to that day.
It looks like artificial intelligence, quantum supercomputers, and financial surveillance systems and enforcers, are steps towards 666.
So, yes, those of us who understand properly explained biblical prophecies can see where AI, etc. is leading.
