Representatives of the European Union‘s member states in Brussels on Friday cleared the way for the Mercosur free trade agreement with South American countries.

A majority of the EU’s 27 states, representing 65% of the bloc’s population, have said they agree for the proposal to proceed.

European Commission President Ursula von der Leyen could sign the agreement with the EU’s Mercosur partners Brazil, Paraguay, Argentina and Uruguay as early as next week. …

The EU-Mercosur deal — which if ratified, would create one of the world’s largest free trade blocs — was initially meant to have been signed in Brazil in December.

It was met with resistance from member states, among them Italy, France and Poland, and had to be postponed. …

The deal seeks to diversify trade amid US tariffs and would bring EU member states closer to Brazil, Paraguay, Argentina and Uruguay by removing import tariffs on more than 90% of products.

The EU says businesses in the bloc stand to save billions in duties each year and that it will help exports of vehicles, machinery, wines and spirits to Latin America. …

A qualified majority of member states backed the Mercosur agreement on Friday, ending more than two decades of difficult negotiations between the European Commission and a group of Latin American countries – Argentina, Brazil, Paraguay and Uruguay – as well as years of internal EU division.

France, Poland, Austria, Hungary, Ireland voted against, while Belgium abstained, according to diplomats familiar with the matter who spoke to Euronews. …

The agreement, clinched by Commission President Ursula von der Leyen in December 2024, would create a free-trade area of more than 700 million people. European companies would gain access to a market of 280 million consumers in Latin America, where some 30,000 EU firms already operate.

A qualified majority of EU member countries on Friday approved the bloc’s long-awaited trade deal with the South American Mercosur bloc.

France, Poland, Austria, Ireland and Hungary expressed their opposition while Belgium abstained. Italy voted in favor, after forcing a delay last month.

The support was formalized a few hours later when the same majority threw its weight behind the decision, with backing from EU capitals. Let me note that Venezuela is a suspended member of Mercosur and perhaps may be allowed to rejoin in the future–and Bolivia is also a member.

Looking at the Mercosur countries and associates, the EU countries and associates, this tends to tie most of Latin America with most of Europe.

The deal between the European Union and the Mercosur block is a big deal. And yes, it is pressure from Donald Trump that has further motivated many in the EU to make this deal.

It is my position that trade disputes will be a factor in Europe taking military action against the USA one day.

One of the unintended consequences of Donald Trump’s threats of tariffs and other trade matters is that it is motivating nations he has threatened to look to trade more with each other.

The morning after his reelection, I wrote:

Trade wars between countries are rarely confined to immediate tariff shocks. …

The recent tariff war unleashed by Donald Trump – on 2 April, in what he called “Liberation Day” – imposed a global minimum tariff of 10%, affecting all foreign partners. At that time, Trump presented a table of reciprocal tariffs, applying a 20% tariff on the European Union (EU) and, in parallel, a minimum tariff of 10% on Brazil. However, this changed months later.

In July, the EU was compelled to accept an unbalanced agreement with the United States. Washington set a maximum and comprehensive tariff of 15% on European exports (a reduction of 5%), while at the same time guaranteeing zero tariffs on a wide range of American products sold in the EU. …

While the US seeks to maximise gains through unilateral tariffs, the EU and Brazil (via Mercosur) perceive that, faced with a common rival, the EU–Mercosur Agreement ceases to be merely a trade treaty and becomes a strategic response to a more hostile international environment.

In other words, this means redirecting part of European exports and part of South American exports towards a new transatlantic market – with 750 million consumers – that offers greater political predictability.

On the international chessboard, the logic is simple: while the EU reduces its vulnerability vis-à-vis the US, Mercosur expands its international projection, reducing the political vulnerability of its largest regional player, Brazil.

Studies estimate that the EU–Mercosur Agreement could increase bilateral trade by up to 70% and intra-Latin American trade by up to 38%. In this way, it could consolidate an economic bloc whose combined GDP would be comparable to that of the US.

Yes, Donald Trump’s statements and actions have pushed the European Union to ‘fast-track’ a trade deal with the South American Mercosur block.
